BCC Grants 120-Day Continuance on PNM Project
Following a marathon 4-1/2 hour hearing on January 27, the Board of County Commissioners (BCC) voted unanimously to grant a 120-day continuance regarding the proposed PNM substation and transmission lines. This decision followed testimony from three appellant groups and concerns voiced by approximately 50 members of the public.
The BCC has directed PNM and the county Planning Staff to use this time to address critical gaps in their proposal, specifically:
Undergrounding Analysis: A study on the cost and feasibility of placing transmission lines underground.
Substation Siting: Completion of the siting report, which was previously submitted as an incomplete draft.
Transmission Siting: Completion of a formal siting study for the power lines, a step that has not yet been performed.
The BCC directed the staff to engage an independent, third-party engineering firm to review these findings. The 120-day period concludes on May 27.
This is a significant step toward ensuring transparency and protecting the interests of Sandia Heights. We will continue to monitor the process and provide updates as the May deadline approaches.

Our appeal hearing before the Bernalillo County Commission (BCC) is scheduled for Tuesday, Jan. 27, at 1:00 PM at the Ken Sanchez Commission Chambers (415 Silver Ave. SW).
Since September, SHHA residents have organized to oppose PNM’s proposal to install 90-foot transmission towers. These structures pose significant wildfire risks, threaten property values, and would permanently obstruct the iconic views of the Sandias. While the Planning Commission recently issued a recommendation in favor of PNM, the SHHA and two other local groups have filed formal appeals to challenge this project.
Why Your Attendance Matters
We have built a strong case, but the Commission’s decision often reflects the level of visible community engagement. It is vital that we have a significant presence at the hearing to demonstrate the depth of our opposition and ensure our community's voice is heard. Bus transportation will be provided to the meeting, leaving that SHHA office at 11:30 am.

The Association will hold Bylaws Information Sessions prior to the meeting to provide background on the proposed revisions and to respond to member questions. These sessions are informational in nature and are intended to support member understanding ahead of the vote.
Voting on the proposed Bylaws will take place at the Annual Meeting, with an absentee voting option available as described on the webpage.

Bus transportation will be provided to the County Commission Appeals Hearing on January 27, 2026. First come first served up to 50 seats.
Date: January 27, 2026
Pick up time: 11:30 am (the hearing starts at 1pm)
Location: Sandia Heights Homeowners Association office parking lot
Please park at the North end of the parking lot, leaving ample space for other offices in the center. You are welcome to tip the driver upon return, if you would like.
